Who needs it?
Anyone proposing to conduct activities resulting in a discharge to surface waters and requiring a Federal permit, such as Clean Water Act §404 dredge and fill permits. Surface waters of the State include:
- Wetlands
- Riparian Zones
- Streambeds
- Lakes
