Chapter 1.9. Rural Economic Development

65055. On or before December 31, 1994, the Director of Planning and Research, in consultation with the Governor's Interagency Council on Growth Management and an advisory committee composed of rural landowners and citizens, shall adopt a rural economic growth strategy. The purposes of the strategy shall include, but are not limited to, encouraging all of the following:
(a) A healthy, self-sustaining rural economy and society, including resource-based uses such as agriculture, and their related employment.
(b) A wide variety of land uses and income streams consistent with rural densities, resource-based uses, appropriate siting and design, and economic opportunities.
(c) A balance of equities, opportunities, and responsibilities between urban and rural areas.
(d) (1) Members of the advisory committee shall serve without compensation and shall not be reimbursed for any expenses in connection with their duties.
(2) Any costs incurred in implementing this chapter shall be met within the existing budget of the office.
(e) The advisory committee shall terminate upon adoption of the rural economic growth strategy pursuant to this section.

65055.5. (a) The rural economic growth strategy shall include, but is not limited to, the following components:
(1) Rural economic development.
(2) Rural quality of life.
(3) Rural resources and land use.
(4) Rural infrastructure.
(5) Rural self-governance.
(6) Rural regulatory streamlining.
(7) Rural publicly-owned land.
(b) The rural economic growth strategy shall establish a positive strategy, recognizing rural residents, businesses, employees, and landowners as equal partners in growth, outside urbanized areas, including, but not limited to, all of the following:
(1) Capital information and financing opportunities.
(2) New market, product, and services development.
(3) Augmentation and allocation of public fiscal resources.
(c) The rural economic growth strategy shall develop one or more practical methods of distinguishing between rural and urban areas for the purposes of this chapter. It shall also evaluate the economic interaction between rural and urban areas, including, but not limited to, the consequences of the urbanization of rural lands, increases in rural population, and the benefits to urban areas provided by rural areas.
