This chart conceptually illustrates how statutory issues can fit into the resources emphasis, land use emphasis, and partial consolidation models. The first vertical column on the left lists the standard elements and issues. Each of the other vertical columns represents one of the models. Within each model's column and opposite each of the statutory issues is the particular element that would discuss that issue.
