Financial Assistance is sometimes available for projects on private forestland. Currently, proposals are being solicited for:

    CFIP (California Forest Improvement Program)--CFIP User's Guide is now online with information and all the forms you need. This document is in PDF format which allows you to fill in the forms on the computer, then print out the finished forms to mail in.

STATE AGENCIES

California Department of Forestry & Fire Protection

    California Forest Improvement Program (CFIP). Cost share for forestry, watershed, and riparian protection and enhancement. Funding varies each year. Call 1-800-738-TREE for current status.

    Fire Safe. Provides free Fire Safe Field Guide for Homeowners, developers, and planners. Fire Safe video for homeowners and related instructional material. (916) 653-9952 or (916) 653-5817.

    Urban & Community Forestry Grant Program (UFGP). Assistance to cities, counties, districts and nonprofit organizations to purchase trees and/or educational material related to planting projects. Call Eric Oldar (909) 782-4140 x6125.

    Vegetation Management Program (VMP). CDF will cover the liability, plan for, and conduct a prescribed butn on private land to control unwanted brush and other vegetation that creates wildfire hazards. .

    Forest Legacy Program (FLP). Permanent conservation easements are accepted from willing landowners on private forestlands that are at risk of being converted to nonforest uses in Mendocino, Sonoma, Santa Cruz, San Mateo and San Diego Counties. Contact Jeff Calvert, (916) 653-8286.

    Forest Stewardship Program (FSP). Designed to assist communities to more actively manage their watershed resources, to keep their forests and associated resources productive and healthy, and to increase the economic and environmental benefits of these resources. Minimum 100 percent match. 1-800-738-TREE.

California Department of Fish & Game

    Private Lands Wildlife Habitat Enhancement and Management Program (PLM). Program to enhance and safeguard habitat for wildlife and, at the same time, improve profits for forestland owners and others. Allows landowner to offer fishing and hunting beyond traditional seasons, modify other regulations. Also helps develop non-hunting activities like bird watching, photography, camping and hiking.     California Riparian Habitat Conservation Program (CRHCP). Funds restoration projects with a minimum cost share on the part of the landowner. Grants made to government agencies, nonprofit corporations, RCDs and other special districts. Scott Clemons (916) 445-1072.

    Deer Herd Management Plan Implementation Program. Restoration and/or improvement of deer habitat. Any public organization with land management responsibilities may have a project eligible for funding under this program. (916) 653-4673.

    Adopt-A-Lake Program. Supports projects to improve lake and reservoir fisheries through technical assistance for habitat restoration and education for any private group or organization. (916) 654-1369.

    Fisheries Restoration Grant Program. Grants to improve or restore salmon and steelhead populations through fishery habitat improvement projects, cooperative fish-rearing programs, and public education. (916) 327-8842.

State Water Resources Board

Nonpoint Souce Pollution Control Program (NPS Program). Grants to municipalities, local public agencies,a nd nonprofit organizations for nonpoint source projects. (916) 657-0876.

State Revolving Loan Program (SRF). Projects to reduce pollution loading to surface water or groundwater. Can be used for implementation of a Watershed Plan. (916) 657-0673.

Watershed Protection Program. Grants to municipalities, local agencies, or nonprofit organizations to develop local watershed management plans and/or implement projects consistent with watershed plans. (916) 657-0876 or (916) 657-1043.

UC Cooperative Extension

Forest, Woodland, and Rangeland Owners Education Programs. Workshops, field trips, conferences, etc. for family forestland owners and others. 1-800-738-TREE.

FEDERAL AGENCIES

USDA Forest Service/Rural Community Assistance and Economic Development Programs

    Rural Community Assistance Program - SCERT Process. Provides planning, technical and financial assistance to communities dependent upon forest-related resources. Funds may be used to meet self-determined needs of eligible communities, counties and tribes. (707) 562-8910.

    Economic Recovery/Rural Development. Provides planning, technical and financial assistance to communities economically distressed from dependency on forest-related resources. Provides seed money for projects that link natural resource-based communities to broad-based community plans to address local needs, including economic diversification. (707) 562-8910.

Farm Service Agency

    Emergency Conservation Program (ECP). Funding and technical assistance for emergency restoration measures following a natural disaster. (530) 792-5520.

    Conservation Reserve Program (CRP). Annual rental payments and cost share assistance to establish long-term resource-conserving covers on eligible cropland. (530) 792-5520.

    Limited Resource Farm Loans. Low-interest loans to beginning farmers. (530) 792-5521.

    Youth Project Loans. Low-interest loans to youths age 10-21 years to establish and operate income-producing projects in connection with 4-H, Future Farmers of America, and similar organizations. (530) 792-5521.

Natural Resources Conservation Service

    Emergency Watershed Protection (EWP). Provides technical and financial assistance to communities for restoring watersheds ravaged by natural disasters. (530) 792-5600 or (530) 792-5622.

    Resource Conservation and Development (RC&D). Assists local people in initiating and carrying out long-range programs of resource conservation and development; conducts grant searches; provides multi-county planning coordination. (530) 792-5605 or (530) 792-5603.

    Watershed Projects. Provides technical and/or financial assistance in the planning and implementation of watershed projects. Assists urban and rural communities to protect, improve and develop water and land resources in watersheds up to 250,000 acres. (530) 792-5603.

    Plant Materials for Conservation. Development of plant establishment technology. Collects promising plants and tests their performance. Selects cultivars which can be used to solve natural resource problems. Conducts studies. (209) 727-5319 or (209) 727-3129.

    Snow Survey and Water Supply Forecasting. Provides information on the forthcoming seasonal water supplies to assist resource managers in making decisions. (530) 792-5624 or (530) 792-5622.

    Soil Survey. Goal is to map all privately-owned lands in California. (530) 792-5640.

    Wetlands Reserve Program (WRP). Provides landowners an opportunity to sell easements to the Dept of Agriculture and receive cost share assistance to restore and protect wetlands. (530) 792-5600 or (530) 792-5602.

    Environmental Quality Incentives Program (EQIP). Provides technical, financial and educational assistance to address significant natural resource needs and objectives. Working groups identify resource concerns in priority areas. (530) 792-5600 or (530) 792-5602.

    Wildlife Habitat Incentives Program (WHIP). Technical assistance and cost sharing to help establish and improve fish and wildlife habitat. (530) 792-5656.

    Farmland Protection Program. USDA purchases conservation easements on land with prime, unique or other productive soil for the purposes of protecting topsoil by limiting non-agricultural uses of the land. (530) 792-5605.

Federal Emergency Management Agency

    Hazard Mitigation Grant Program (HMGP). Funding to protect public or private property in an area covered by a federal disaster declaration. May fund measures that affect properties that were not significantly damaged by a recent disaster, but which remain vulnerable to future disasters. (415) 561-3535.

Bureau of Indian Affairs

Forestry on Indian Lands. Maintain, protect, enhance, and develop Indian forest resources through the implementation of forest management activities. Funds used for planting and thinning projects, preparation of forest management and woodland management plans,inventory analyses and environmental assessments and planning for compliance with teh Endangered Species Act. Jobs in the Woods/Watershed Restoration on Indian Lands. Watershed restoration, analysis andmonitoring of watersheds within the range of the northern spotted owl. (916) 978-6061.

Water Resources on Indian Lands. To assist tribes in the management, planning, and development of their water and related land resources. (916) 978-6051.

Bureau of Land Management

    Land Exchange Program. Exchanges private lands for public ownership. (916) 978-4671.

US Geological Survey

    Federal-State Cooperative Program. Tehcnical and financial assistance to provide hydrologic information for the best use and management of water resources. (650) 329-4403.

Bureau of Reclamation

    Water Conservation Field Services Program. To promote improved water management and conseervation. (916) 978-5212 or (916) 978-5214.

US Fish & Wildlife Service

    Partners for Fish and Wildlife. Provides technical information, advice, and assistance to help landowners improve the quantity and quality of wetlands, riparian habitat, native grasslands, andother important fish and wildlife habitats. (916) 414-6446.

    Fish and Wildlife Management Assistance. Provides technical information, advice, and assistance on the conservation and management of fish and wildlife resources. Some cost share assistance may be available in partnership with landowner. (703) 358-1718 x5596.

    Anadromous Fish Restoration Program (AFRP). Assists partners and provides cost share funding to develop and implement actions that increase natural production of chinook salmon, steelhead, striped bass, American shad, and white and green sturgeon. First priority is given to actions that protect and restore natural channel and riparian habitat values. (209) 946-6400.

    Anadromous Fish Screen Program (AFSP). This program can provide up to 50% cost share funding for fish screen projects to protect juvenile anadromous fish from entrainment. (916) 414-6543.

    Jobs in the Woods Watershed Restoration Program. Watershed restoration projects to provide employment and/or training to workers from designated timber-dependent communities in 10 counties. (707) 822-7201

    Klamath Basin Ecosystem Restration Office (E.R.O). Ecosystem restoration in the Klamath Basin to prevent plant and animal species at risk of extinction from being listed under the Endangered Species Act. Partnership of federal, state and local government land managers to achieve viable, dynamic animal and plant communities while simultaneously providing for strategic socio-economic growth.     Klamath River Basin Conservation Area Restoration Program. To restore the Klamath river Basin anadromous fish population. (530) 842-5763.

    North American Wetlands Conservation Act Grant Program (NAWCA). Acquisition, enhancement and restoration of wetlands and wetland-associated uplands. (703) 358-1784.

US Environmental Protection Agency

    Environmental Justice Through Pollution Prevention. Financial assistance to minority, low income, and people of color communities to implement pollution prevention activities. (202) 260-3559.

    Five-Star Restoration Challenge Grant Program. Finanacial assistance to support community-based wetland and riparian restoration projects, build diverse partnerships, and foster local natural resource stewardship. 1-800-832-7828 or (202) 260-8076.

    Indian Environmental General Assistance Program (GAP). To support the development of elements of a core environmental program. (415) 744-1607.

    Nonpoint Source Implementation Grant (319 Program). Watershed management and implementation projects to reduce, eliminate, or prevent water pollution and to enhance water quality. (916) 657-3889 or (916) 657-0518.

US Army Corps of Engineers

    Ecosystem Restoration. Goal is to restore degraded ecosystem functions and values, including hydrology, plant and animal communities, to a less degraded ecological condition. Multi-disciplinary interagency team to develop ecosystem restoration objectives and to achieve these restoration goals. (916) 557-5270.

    Project Modification for Improvement of the Environment. Program to improve or restore environmental resources (fish and wildlife habitat) that have been degraded by a previous Corps of Engineers or other project or activity (navigation, flood control, and others). (916) 557-5270.

    Watershed Management Restoration and Development. Technical, planning and design assistance to non-Federal interests for carrying out watershed management, restoration and development projects in Colusa basin, Sacramento River watershed. Guidance for this program is currently being developed. Expect limited funding in fiscal year 1998. (916) 557-6695.

    Beneficial Uses of Dredged Materials. Develop beneficial uses of dredged material and to protect, restore, and create aquatic and ecologically-related habitats, including wetlands, in connection with dredging for construction, operation, or maintenance of authorized navigation projects. NONPROFIT ORGANIZATIONS AND PRIVATE INDUSTRY

Community Alliance with Family Farmers Foundation

    BIOS. Offers growers the opportunity to learn how to manage their orchards using cover crops, beneficial insects, and other biological practices. (530) 756-8518 x15.

    The Lighthouse Farm Campaign. Develop a network of model farms which demonstrate alternative farming methods that are both economically viable and environmentally sound. (530) 756-8518 or (831) 457-1007.

Georgia-Pacific Corporation

    Forest Management Assistance Program. Helps Georgia-Pacific's neighbors build healthy, productive forests through recommendations about reforestation, harvesting, etc. (707) 964-5651.

California Waterfowl Association (CWA).

    Work to preserve waterfowl, wetlands, and outdoor heritage through restoration and/or enhancement of wetlands and associated uplands. Includes research and monitoring, inventory, habitat development, management services, networking and grant writing services. (916) 648-1406
