Agency: Economic Development AdministrationProgram: Public Works and Development Facilities ProgramProgram Description: Grants are provided to help distressed communities attract new industry, encourage business expansion, diversify local economies, and generate long-term, private sector jobs. Among the types of projects funded are water and sewer facilities primarily serving industry and commerce; access roads to industrial parks or sites; port improvements; and business incubator facilities.Eligible Communities: Proposed projects must be located within an EDA designated Redevelopment Area (RA), or Economic Development Center. Projects in other areas of an EDA designated Economic Development District are also eligible if they will directly benefit a RA within the District. Eligible applicants include: a state; political subdivision of a state; Indian Tribe; special purpose unit of government; a public or private nonprofit organization; or an association representing the RA or part thereof. Funding Information: Priority consideration shall be given to projects that improve opportunities for the successful establishment/expansion of industrial or commercial facilities; assist in creating/retaining private sector jobs in the near term, as well as providing additional long-term employment opportunities, provided the jobs are not transferred from other labor market areas; benefit the long-term unemployed and members of low-income families residing in the area served by the project; fulfill a pressing need of the area and can be started and completed in a timely manner; demonstrate adequate local funding, with evidence that such support is committed. EDA awards grants only and considers the unemployment in an area. EDA gives priority to projects designated as high priority by local economic development agencies. In addition, projects must result in job creation. Timelines: EDA is funded on the basis of federal fiscal year that runs October 1 to September 30. EDA is open for preapplications year-round. The EDA field representative will invite a preapplication for a project that seems to have a good chance of being successful. The preapplication is then submitted to the EDA regional office where a project review committee decides whether or not to invite a final application. After the final application is completely reviewed, the regional director makes the final decision. Most projects that submit a final application are approved for funding. The entire process from preapplication to final decision can take from three months (rare) to a year or more. The process can be lengthy because (1) EDA stops considering preapplications when spending limits for the fiscal year are complete, and (2) there are always numerous projects for the small staff to review.
