CEQA Guidelines

**NEW** 2009 Proposed Rulemaking

The Natural Resources Agency received recommended Amendments to the CEQA Guidelines for greenhouse gas emissions from the Governor's Office of Planning and Research on April 13, 2009. On July 3, 2009, the Natural Resources Agency (Resources) commenced the Administrative Procedure Act rulemaking process for certifying and adopting these amendments pursuant to Public Resources Code section 21083.05.

Milestones in the rulemaking process include:
  • Resources will publish a Notice of Proposed Action, and make the Proposed Guidelines Amendments and an Initial Statement of Reasons available on its website
  • Publication of the Notice on July 3rd starts the public comment period on the Proposed Guidelines Amendments
  • Resources will host two public hearings to receive oral comments during the public comment period
  • Resources will consider and respond to all comments received during the comment period. Pursuant to the APA, responses may include changes to the Proposed Guidelines Amendments or an explanation of why no change is being made in response to the suggestion or recommendation

The Resources Agency will post information and documents for public review that can be downloaded by clicking on the links below. Public hearings on the Proposed Guideline Amendments are scheduled for August 18, 2009 in Sacramento and on August 20, 2009 in Los Angeles. Please see below for locations and times. The hearings will provide an opportunity for the public to make oral comments on the Proposed Guideline Amendments. At the hearings, any person may present comments orally or in writing, or both, relevant to the proposed action. Resources requests but does not require that persons who make oral comments at the hearing also submit a written copy of their testimony at the hearing.
