Abstract

The California Land Science Information Partnership - CaLSIP - will facilitate the integrated use of NASA Earth Science and EOS-DIS data with data of the State of California, local governments, non-governmental organizations, academia, and private organizations. It will develop a prototype that is generalizable to other regions and states through the application of a demonstration model in California and will enable the transformation of MTPE science products into new and innovative applications-oriented information products.

The California Resources Agency, responsible for the State's policies, programs, and activities relating to the conservation, management, and enhancement of California's natural and cultural resources, including land, fish, wildlife, water, timber, and minerals, will utilize its California Environmental Resources Evaluation System (CERES) program to implement this project. CERES is an information system which provides access to a variety of electronic data describing California's rich and diverse environments, including its physical, biological, and cultural resources. It helps to meet the great public demand for information about California's natural heritage faster and more efficiently than has been possible before, optimizing the use and availability of existing data and making science-based information about natural resources accessible to diverse users. Sharing data through CERES' broad audience will facilitate access to NASA data, lead to new users, and increase the customer base for NASA products while providing the people of California with important data.

To demonstrate the process of incorporating MTPE into State and regional data layers, two focus activities representing the broad scope of the California Resources Agency's interests and responsibilities have been selected: an Emergency Management System accessible on the Internet analogous to the Emergency Broadcast System which would include NASA data for real time disaster management and a Land Use Planning Network which would regularly deliver updated NASA data to local planners to assist in prudent policy development and decision making.
